The feature article reports on Ofcom's revised proposals for the auction of 4G mobile spectrum. Ofcom has revised its proposals for future 4G mobile spectrum competition in light of responses to its first consultation in March 2011. It has proposed a number of changes including:

  • no guarantee of sub-1GHz spectrum for the wholesaler Everything Everywhere or a fourth national wholesaler
  • more extensive UK coverage obligations in one of the 800 MHz licences
  • a change in the auction’s spectrum packaging
  • modification of the auction rules
